Dr. Laurent Borzillo

Fellow

Dr. Laurent Borzillo is a Postdoctoral Researcher at the École nationale d’administration publique (ENAP, Montréal) and an Associate Researcher at the Observatory on Arctic Policy and Security (OPSA). A specialist in defence policy and transatlantic security architecture in Europe and the Arctic, his work focuses on recent transformations within NATO and the broader Euro-Atlantic space, the evolution of the strategic postures of Canada, France, and Germany, as well as the politicization of defence issues and the diffusion of pro-Russian narratives.

He holds a PhD in Political Science (joint doctorate) from the Université de Montréal and the Université de Montpellier (2021). He develops a comparative approach to foreign and defence policy analysis, drawing in particular on role theory as well as decision-making theories informed by public policy and public administration research. His postdoctoral research examines (non-)changes within the Atlantic Alliance since 2017. He is also a member of the Network for Strategic Analysis (RAS) and serves as a Fellow/Visiting Researcher at the Canadian Centre for German and European Studies (CCÉAE, Université de Montréal) and the Montreal Jean Monnet Centre (CJMM).

Alongside his academic activities, Laurent Borzillo is the Founder and Secretary General of the Forum de Défense et de Stratégie (FDS), an association dedicated to research, seminars, and emerging leaders’ programmes across the transatlantic space. A founding member of the platform Le Rubicon, he has also coordinated editorial teams and co-edited several collective publications. His recent work includes contributions on the Arctic, the politicization of defence issues, and multinational forces.
