Rory Jakubec

Research Fellow and ELN Co-Lead
Rory Jakubec graduated from St. Francis Xavier University in 2025 with a Bachelor of Arts Honours Degree in Public Policy and Governance, also receiving the Public Policy and Governance Prize. During her time at St. FX, she assisted Dr. Peter Kikkert with the Nunavut and Nunavik Search and Rescue Roundtables which gave her the opportunity to meet with and learn from community members from across the Arctic. She was also a part of the Gender and Politics Research Lab, as well as the Editor-In-Chief of Policy+, and interdisciplinary student journal.

In her third year of university, she went on a semester long exchange to Nord University in Bodø, Norway. While in Norway, as a recipient of a Young MINDS Targeted Engagement grant, she worked with Dr. Whitney Lackenbauer to host a student focused workshop in Norway on Enhancing North American-Nordic Arctic Security Cooperation.

Passionate about disaster response, she focused her undergraduate thesis on a critical analysis of federal-territorial disaster response in Canada’s North and was driven to write it after she was evacuated from Yellowknife in 2023, while working as an Intergovernmental Affairs Summer Student at Joint Task Force (North). Currently, Rory is going into her first year of a joint Juris Doctor and a Master of Public Administration degree program at Queen’s University.
