LCol (Ret’d) Bryan Millard, CD
Lieutenant-Colonel (Ret’d) Bryan Millard, CD is a veteran of the Royal Canadian Air Force (RCAF). He holds a Bachelors in History from Dalhousie University and a Masters in Defence from the Royal Military College. Bryan was trained as an Air Weapons Officer (a.k.a. Fighter Controller, Air Defence Officer). He did operational tours with the Eastern Air Defense Sector and Canadian Fleet Atlantic (CCFL) where he was double-hatted as Commander CCFL’s air planner and advisor. His staff tours included the Canadian School of Aerospace Control Operations, the Canadian Joint Operational Command (CJOC), NORAD/NORTHCOM (N-NC) HQ, RCAF HQ and the Canadian Forces College. As a Major at CJOC, Bryan acted as the J9 Engagements staff officer responsible for North America, Europe and the Arctic. Amongst other responsibilities, his files included the Tri-Command Staff Talks and the Arctic Security Forces Roundtable (ASFR). He also directly supported Joint Task Force (North)’s Arctic Security Working Group and their re-engagement with Denmark’s Joint Arctic Command in Nuuk, Greenland. As a LCol at N-NC HQ, Bryan acted as the branch chief for the J531 NORAD Campaign Planning and Arctic Policies Directorate. He was blessed with a highly skilled and competent staff of officers and contractors who were collectively responsible for files such as: renewing the NORAD Campaign Plan, NORTHCOM’s participation in the Arctic Security Forces Roundtable (ASFR), and helping prepare the Command Team for high-level engagements (e.g. testimony at the U.S. Senate Committee on Armed Forces and the Permanent Joint Board on Defense). While at N-NC HQ, Bryan was also operationally trained as a Missile and Space Defence Chief. Unfortunately, Bryan’s tour in Colorado was cut short due to medical complications which eventually led to his medical release from the Canadian Armed Forces. Before releasing, Bryan served as Director Air Personnel Strategy 5 where he was responsible for managing all 28 occupations in the RCAF and finally as Deputy Programs Officer for the Joint Command and Staff distance learning program.
