Jay Collins
Northern Advisor
Jay is a Deputy Superintendent with the Canadian Coast Guard Arctic Region and is a master’s candidate at both the University of Alaska Anchorage and the Royal Military College of Canada, specializing in Arctic Security and Defense and Security Studies. With operational and policy-level experience in the high North, Jay’s work bridges frontline coordination and strategic foresight in the Arctic geopolitical theatre.
Jay’s research interests center on gray zone warfare, emerging technologies in asymmetric conflict, and the intersection of disinformation in the Arctic. Jay has developed policy and training materials for international partners, and has authored numerous briefings and editorials on AI-enabled warfare, Arctic domain awareness, and unconventional threat vectors such as ideological subversion and infrastructure targeting.
As the creator of The Whiskey Jack Report, an informal editorial series, Jay explores innovation and strategic disruption in safety, security, and defense—covering topics from drone swarms and space-based weapons to Arctic mass rescue and autonomous systems.
Jay is committed to advancing interoperability across Arctic stakeholders and improving Canada’s resilience in an increasingly contested, multi-domain environment.
