Jim Welsh

Northern Advisor

Jim Welsh is a Deputy Conservation Officer with the Government of Yukon and the current Sergeant of the Whitehorse Ranger Patrol. With over 20 years of experience in wildlife conservation, public safety, and northern operations, Jim has become a leading figure in Yukon’s efforts to manage human-wildlife interactions and promote community-based safety strategies.

As a long-serving patrol member with the Canadian Rangers, Jim has participated in multiple Arctic sovereignty and security exercises across the North, bringing a unique combination of field-based environmental knowledge and operational leadership to remote settings. His Ranger role has included coordinating operations, delivering cold weather survival training, and supporting joint exercises focused on Arctic resilience and defence readiness.

In his conservation role, Jim has led the development of Yukon’s bear safety programming, emphasizing education, deterrence, and coexistence. He has been instrumental in designing and delivering outreach initiatives aimed at reducing conflict between wildlife and northern communities. His work reflects a broader commitment to sustainability, cultural respect, and preparedness in northern environments.

Jim brings valuable insight to interdisciplinary discussions on Arctic security, civil-military cooperation, and climate resilience.
